I generate a newsletter in PDF form and send it to a print shop for a nice magazine style print job.
I want to host it here, send a link to my printer for him to DL and send to the publisher.
How can I host the PDF original in a secure, linkable folder?

You can't. PDF is not a supported file type for SmugMug.
From the help page Accepted file types for uploading:
There are many places where you can share files of any type. I just did a quick search for "share files online" and came up with Google Drive (https://www.google.com/drive/), Dropbox (https://www.dropbox.com/), and Jumpshare (https://jumpshare.com/). There are likely more if one of these options doesn't meet you needs.

I was hoping to keep everything localized.
Many printing/publishing companies have an FTP or a secure FTP (SFTP (FTP over SSH) or FTPS (FTP over SSL)) capability. Check with the printer/publisher and if they don't have that capability maybe try a different printer/publisher which does have secure FTP.

But there are other reasons I should have mentioned.
Having the document stored and available on-line makes it much easier to also gain the necessary approvals.
It also means that each person in the chain sees exactly the same document during any revisions.
If you have your own domain, you can create a sub-domain and upload those files. Then copy the link from your sub-domain to your SM site.
