How to ADD Customer Blurb/ Montage Option?

I noticed in the past there was an option for customers to make books from the clients galleries.
I also noticed that this option was removed and add back in Jan of 2017.
How do I add t he option for my clients to add and make a book from Blurb/ Montage?

    It is only possible for you, the logged in account owner to build books using Montage / Blurb (or other third parties). You will see those options appear in the Buy menu when logged in, but visitors will not see that option. That is not something that has ever been possible for site visitors to do, unfortunately. You can sell downloads if you want to provide your clients with the digital files they'd need to make a book or album.
