"Combine with" and "related keywords" limit

When working with keywords it seems that the "Combine With" and "Related Keywords" limit is nine keywords. Is that correct? Nine keywords as a limit hardly seems enough keywords to make the "Combine With" and "Related Keywords" feature(s) worthwhile.
