I need to make this text work...

I have this layout.... that I need to put into a "table" I guess so the formatting will not fall apart when the page shrinks and grows. The biggest issue is with the "tabbing/indenting" of the "bullet points"

    OK the tabbing does not stick when I post the text...

    these lines need to tab inward
