How to create a simple text popup message for all visitors who enter the site, whatever the page is

Hi all, I'm looking for a way to create a text popup message in the center of my website, every time a new visitor visits my website, whatever the page is.
Also similar to the Privacy and Cookie policy message, maybe smaller.

The ideal would be that the message would remain for a few seconds and then disappear. But it's also fine that it disappears after the visitor clicks somewhere on the website or with the classic X to click to close the message (even if between privacy and pop-up message I'd not want to bore too much the visitor with two X to click).

Any suggestions? Thank you!

Those popup messages use Javascript. SmugMug doesn't allow it.

FWIW, I HATE popups and I leave when I see them.

I was hoping to find a solution. Maybe I can find a solution using an similar CSS as described in the mentioned link and on your site?

I also hate popups, it would be momentary and not permanent. Otherwise I could write it on every page of the site, but it would not be nice.
