Great find. That tank-looking thing on the Bug's window could be a primitive AC unit. These things were sold as options way back then. It could well be a homemade attempt at duplicating those early products. Even more likely, it's a reservoir for tequila that's fed via tubing directly to the gullet to ensure some excited cruising.
I always wanted to lie naked on a bearskin rug in front of a fireplace. Cracker Barrel didn't take kindly to it.

It's not an evap cooler because there's no room for air exit.
