How do I place a HTML content block on smugmug

I am trying to place a HTML content block on the homepage of my site for a sign up form. I go into customise, highlight homepage and then scroll down to HTML and try to drag the block onto the page but nothing happens. It will allow me to alter the other blocks on the homepage i.e. buy now button or the social icon buttons but I cannot get the HTML box to appear. Can anybody help please?
