Smart gallery based on keyword not showing all images.

I've tried changing the privacy settings on folders and galleries, but my smart galleries based on a keyword are all not returning all photos with that tag. In this case, all those photos are in one gallery, so I'm not sure if it's the gallery setting, the folder setting, or some other reason. Any ideas?

There is a limit of 1000 photos.
