Smart Gallery not showing all photos

I've added a number of new photos with a particular tag which is set in a smart gallery. Although when looking at the keyword, all the photos are there, the smart gallery is not showing any new photos with that tag. I've tried playing with the site searchable and hide owner settings as I've found this has some effect (though if someone can tell me why I have to have these on, would be helpful). I've tried deleting the smart search keyword and redoing it, but nothing helps. what could be wrong?

How many photos have that specific tag?

Per the help page at https://www.smugmughelp.com/en/articles/348-create-smart-galleries-based-on-keywords, smart galleries are limited to 1000 photos.
