Discrepancies in timestamps in Library View

The timestamps for individual images in Library View are stated in GMT, whereas the timestamps in Gallery View are as per the EXIF information (more correct).
In addition, the dates in the Library page view are different again - they are all a day after the correct day for me. I am in Sydney (UTC+10:00)
Given that EXIF information is timezone-free, dates/times should not try to adjust for timezone, and should just use the date/time in the EXIF as provided by the user.
As an example, the image linked below has
- a date taken of 2022-08-28 15:38:42 in Gallery view (correct)
- a date taken of Sun, 28 Aug 2022 22:38:42 GMT in Library view (individual image) - correct, but unhelpful
- shows up under Monday, Aug 29 in Library page view - perhaps it's been converted to Pacific Time or something? - in any case it is wrong.
