Windows 11

I recently installed Windows 11. I promptly discovered that it could no longer communicate with anything elsewhere or even with itself. I suspect, but don't know, that the cause is a bunch of "old" files that were never updated when a new computer was installed. Anyway, I can't navigate around Lightroom or a number of other things. I can't even use social media without some bizarre consequences.
I'm not a technology guy so I need plain English. Thanks in advance.

It's hard to tell what is going on from your description.
You might try contacting either Microsoft support or Adobe support to see if they can help. Unfortunately while Microsoft says they have chat available for support I haven't yet stumbled on a link that goes directly to support. I'm guessing they make the chat available once you get past the initial questions on the support site.

Clicking on Learn & Support... Contact Us pops up a box where it looks like you can get support.
Another option is to take your computer to a place that offers tech support (for a fee). I have used this type of service at Staples; many stores that sell computers offer this.
