Well, the title of the photo isn't "Wedding Phart" -- lol! Phart is a tounge in cheek term used on forums to talk about photo art -- and yes -- it is a fart joke.

Converty to cmyk

blur the c, m and y

sharpen increase contrast of the k

recombine

post original picture back in as layer and set opacity level to taste.
