Took me a minute - but I think he means that this countries border is extremely porous, and allows imigrants to cross.
I've come up with many examples which would qualify for porous - but am having difficulty thinking of any aesthetic subjects... And this one would definately qualify for un-aesthetic. A geographical line which isn't depicted by any continuous features, is impossible to represent in a photograph alone.

A border sign next to a fence could make for an evocative photo. For that matter, a shot of a fence with a hole would probably get the idea across.

In spite of the intended humor in this thread, it actually is a great idea. If I were the more adventurous type (in my next life), I'd drive down and talk to the border patrol. I bet they could escort you to some great sites!!! If you could capture some people actually crossing the border...well.. wouldn't that be cool. (Hey! Let's get Mikey to do it......he'll do anything!!!)

I was just bantering about this idea with my wife earlier today. I can see the shot of an immigrant jumping over a fence with a sign on it. Wide angle shot with sunset lighting.
