What does this mean?

Why is the shutter speed reported like this:
exposure time: 0.0007s (858993/1073741824)

Why not say, 1/1300 sec?

    Two friends are riding in a train, and they ride past a large field with many cows in it.

    One guy says, "I wonder how many cows there are out there."

    The other guy quickly replies, "73".

    The first guy asks, "How could you possibly count all those cows so quickly?"
