Not sure about this one. It could be a white homing pigeon (called a "white dove") these are the birds released at weddings
Or it can be an actual white dove (or something else?).
I don't think it's a pigeon because the bill and eye is wrong. Anyone have any ideas?

Well bird looks banded?, which is fairly common for racing pigeons, which can look quite a bit different than you normal park pigeon. Both legs banded usually means they are in a race. The bulging forehead and red bill fits the ID of a Red-billed Pigeon, not withstanding the white color, which happens often in pigeons.
My .02 it is a pigeon, could be all wet
If it's a White Gallinule....you have seen it come back from extinction!!
