I have this flash now and use it with a Panasonic FZ30. I am considering a DSLR (Canon or Nikon) will this flash fit these cameras?

Is that a rebadged Sunpak 383 Super? if it is, I have used it on a D60 and 20D without problems. The Sunpak only has the center pin trigger.
I think the majority of hot shoes have the same physical dimensions.

Correct, Minolta is the company that chose a different design. All the other manufacturers, that I am aware of, use the same hotshoe configuration.
The following page lists measured trigger voltages for many e-flash units. While the Quantaray Q383/QB 383 (Super) was measured as safe, by one tester, if it is a re-labelled Sunpak 383 Super, they have tested from a low of 3.74V to a high of 10.29V, which might cause damage over time (or might not).

To be absolutely certain, you can check your flash yourself, or you can buy a Wein Safe Sync voltage regulator, which provides 6V voltage isolation and protection for your camera from any hotshoe flash.

Many companies are just relabeled or rebranded. THK is Tamron Hoya Kenko. Same Parts just different labels.
Quanteray isn't a manufacturing brand that I know of, so it must be made by someone else
