A Shay secret lair would not be much of a secret if it was actually located inside Shay mountain. Too obvious.

Even NORAD (or Stargate Command on the TV show) is no longer run out of Cheyenne Mountain, though the Air Force's not-very-smart subterfuge would still have you believe this to be true. Heck, there's even public tours of the place now.*

No, Shay has been planning this lair thing for many decades, and no doubt already has Shaytech Command Central (SCC) somewhere much more remote, secret and nameless.

That, or he has double-dared himself no to.

*Air Force Space Command is 70 miles east of Colorado Springs, CO, and is a joint effort among the combined forces and intelligence services. Probably several other redundant locations as well.
