The MotoGP governing bodies have enforced new rules on Honda's engineers that specifically requires them to manufacture a motorcycle that will give the other competitors a chance. This photo was said to be leaked out by a testing facility in Singapore.

I think this is due to complaints from Peewee Pedrosa that the "old" bike was too difficult to transition from side to side. The smaller wheels and tires make it easier and quicker for these type of manuevers.
