How long does it take for a control panel change to take effect?

I changed the setting to allow external links on all of my galleries but the change has not taken effect, am I missing something?

This is the gallery;

you're cache is most likely stuck. clear your cache and refresh.

Ext links are enabled in that gallery but the "easy sharing" button is not enabled, if you wish that, then toggle it to "yes."

Thanks for the direction, but I have and I did again all to no avail. I am going to boot this old machine maybe that will help.
