Another thing you may wanna use is to create an artificial vignetting.
To achieve this, create another layer, darken it by multiplying or applying b/w, blur it of course, and then create a mask and apply radial gradient, using manual adjustment (brush) or free transform on the mask.

filter applied and history brush to remove from foreground subject...all the way to the edges
another filter applied to foreground subject but allowed edges to morph into background's filtered effect
I like the effect on the Second shot, you could have a lot of fun with that.
The more you play around the more you learn, I am learning new things too and enjoying every moment, even it if is only Elements 3

I would probably cleaned up the girl completely out of the blur (with a soft brush), but the effect is there...:-)
