Slow Shutter, light problems

I went out trying to take some B&W and slow shutter shots at a local attraction. The sun was against me and the hours of operation are also against me. Any suggestions on how to manipulate lighting to make these shots workout. Also, I have some dust on my sensor so I cant use the higher F stops (>F/14). Neutral Density Filters are something I was considering. Good or bad idea? I appreciate any suggestions. I may just have to wait until later in the year for the sun to cooperate.

Basic but makin' changes
JBurt's guggestion is a good one, the shots you're trying to get may need an HDR technique to get something in the sky. ND filters will help get that shutter speed down also.
