Slow Shutter, light problems

I went out trying to take some B&W and slow shutter shots at a local attraction. The sun was against me and the hours of operation are also against me. Any suggestions on how to manipulate lighting to make these shots workout. Also, I have some dust on my sensor so I cant use the higher F stops (>F/14). Neutral Density Filters are something I was considering. Good or bad idea? I appreciate any suggestions. I may just have to wait until later in the year for the sun to cooperate.

    First of all, take that 20D out of P&S mode! EXIF says its in Landscape mode. Get familiar with Av, Tv, and M to take control of the tool.

    JBurt's guggestion is a good one, the shots you're trying to get may need an HDR technique to get something in the sky. ND filters will help get that shutter speed down also.

    Yeah, if you look at some of the other shots, they are in AV, TV, and Manual. I took the panoramic shot to see what kind of apeture the computer would suggest...

    Yeah, got one today as well as the TC-80N3 from B&H:) Can't wait to try them out.
