Canon Lens Generation Question

Hi,

I am looking at purchasing a Canon 70-200 F4 L lens and the seller mentions he purchased it approx 1.5 years ago. Does Canon make upgrades to models year in and year out? I guess what I am wondering is if there is a difference between this used lens and what I can buy in the store new today, and how I would go about researching that for different lenses. Thanks for any input you can provide.

    Canon just released an Image Stabilization (IS) version of that lens, so maybe the seller is moving up to that or the 2.8 model. Otherwise I wouldn't worry about it being a 1.5 years old, as long as price and condition are both good.
