APIs how many? which kind?

I could use some advice on APIs.

In the end I plan to have a automated script to pull info from smugmug galleries and make changes (such as with the changeSettings command).

Would that be an application, plugin or service?

When they ask that we have seperate APIs for applications are they looking at the big picture... or do they mean one to display data, one to update data, one to do admin functions, etc.

Or is there goal more to just control and understand who owns the APIs?
