Does the "ARRANGE" button work for gallery order?

I've tried using the 'arrange' option to put my main gallery sub-categories in the order I prefer, but it seems to have no effect. I use the arrows to move them around and click 'save changes', but when it take me back to the main galleries page I see that they are unchanged. Am I missing something?

I'm trying to get the miscellaneous galleries ('other' and 'print gallery') to be at the end of the list but since I've added photos to them recently they're at the very top which doesn't look right to me.

Have you clicked "sort by position"?

Well I've looked and looked but cannot find where I am able to select how to sort my gallery sub-categories. It's either right in front of me or totally hidden.

I see the option when I click on 'sort galleries', but not 'sort sub-categories'. Does the option exist for sub-categories?

I was able to just switch positions for "oceanside" and "other" here:
