installing plug ins for Elements 5.0 - not working

the only plug in I use is Retrograde for B&W stuff
I know 5.0 has better tools than 4 did, but Retrograde is still useful
if I could install it :scratch
putting in the plug in folder is not working
setting preferences to see the folder is not working, but it does show up in filters now, it just does not work
