arranged categories not working

I can arrange my categories when loggedIn, but they revert back once I
logout. If I login again, I see them in the order I set, but not when I
am not logged in. Help. Thanks.

    I would clear the smugmug cookies and see if that helps.

    Did that before I even posted here. I've even tried it on another computer that hasn't been on smugmug until today.
