Lightroom JPEG export file sizes

I've tried googling for this, but come up with nothing. When I export a JPEG in Photoshop at level 10 it comes out at about 2.9M. WHen I use Lightroom to export the same file as a JPEG I have to drop the quality down to 75 to get it the same size. At 100 in Lightroom the JPEGis a whopping 8.2M!! Anyone else have idea how this works, is a 75 quality JPEG from lightroom the same quality as a 10 in photoshop?
