I love this style. I am obsessed with it. Is this done with lighting conditions, film, photoshop?

Without you going into more detail of what intrigues you so much about this shot....
Looks like a standard (but not so simple) aging technique in pp.
Either that or a scan of an old film shot.
Either way, you can recreate this in photoshop. Just google "photoshop picture aging tutorials". Then select a site that is at your expercience level. The sky is not even the limit in photoshop. Your only limited by your imigination.

hue/saturation layer(master saturation -25%, cyan-50%, blue -50%)
New layer filled with yellow, opacity set to 10%
New layer filled with gray, blending set to overlay
noise filter on the gray layer (gaussian, monochrome, 20%)
gaussian blur the gray layer to taste.
That should get you semi close, you can fine tune from there to taste. Basically the idea is to simulate 70's era film, the blues having faded, yellowing of the paper setting in, etc.
