Most Popular Photos = Problem

I am in the process of cutting off 8 photos from my site to keep it fresh and show my best work. I set the "Most Popular" to show all 33 photos and it did for about a day. It now only shows 16 total. I am cutting the photos down to 25 but I can't even see what ones are after 16.

All the photos are in the gallery but not in the "Most Popular" gallery.

Any idea as to why?:huh

Maybe my question didn't make as much sense as I thought.

Does each photo have to at least one thumbs up on it to keep it in the popular photos?
