IMHO, color works better, for me that is.
Mebbe BW the rest and leave the gold (both on horses and the top ball)? Just an idea

Looks *very* good to me! Stately in all senses and a great picture!
Here's my line of thought: landscape ratio, being "wide", tends to make everything look wider, and, relatively speaking, lower. With your going for dominating the viewer, the shot needs to make as tall impression as possible. Hence, the landscape is your foe, and portrait is your friend.
I would, however, try square. It creates the biggest image allowed (800x800, hence 100% usage of the area allowed) and may also let you to show some lower parts of the capitol, thus increasing the dominating effect.

For now the selective color shot is in the challenge.

I agree w/ Virginia...the landscape image, for sure. The wide angle is unexpected, and I like the drama of seeing the entire building. I also like seeing more of the clouds. A powerful image.

I love the landscape view...it's bigger, badder, up front, and in your face....Stately is written all over it. I did like the selective color as well along with the contrast you pulled out of the sky. Just for the heck of it...color the horses on this version. I like them all of course as they all work well....this one as a wider version is better to my eye.

I'd like to see it with some gold on the horses (not as bright as in #4 though ), but it's only because I'm too darn curious...
That one's going to have to stay in B&W, I didn't save it as a PS file, only as a JPG.
Besides that, I worked hard at getting that sheen on the horses in that shot.
I toned down the gold a bit in #4.
