Is this a frame? LPS #5

When ever I upload my photos to SmugMug I automatically give them a black border. As in my entry THE QUALITIES OF WATER (#57)

Would the judges be likely to consider that a "frame" ?? Should I remove the border????

    I found where the rule is clarified by Shay about watermarks and frames

    in this case it is a very thin frame and I did not even notice it until you mentioned it but why play with fire? Remove it and then you will not have any question as to the interpretation of a frame.
