Black Print Border Troubles?

I haven't printed my own images for quite a while, and now I've forgotten some critical steps to adding a black border around a print. I have an Epson 2200 and there has always been an issue about adding a black border. When you go to print it cuts off one or two sides. I know in the past there was some "adjusting" required to get the entire thing to print, but I can't seem to figure it out or find the answer. I have CS and I tried adding "stroke" and had the problem. After googling, I added a layer and filled with black per the tutorial here on Dgrin. No luck. I'm stuck....does anyone have an answer or can you point me in the direction of a thread that does???? Thanks for your help.
