I created an 8x10 .jpg in Photoshop (using those dimensions). What is going to happen when someone orders an 11x14 or 16x20? Will there be a border around the picture?

The best thing to do is NOT resize. Upload your full file, and let the customer crop. Then you use Proof Delay, and if they get the crop wrong (it's rare), you can easily just fix it

16x20 won't be a problem, since its the same aspect ratio.
change your pricing in that gallery so that they're only offered in 8x10 or 16x20.
