large border for class pictures

Looking for borders or a type of frame for putting a whole group
of police officers in for a large department picture, 50 or more
officers, but individual spots for them where I can place their name under
their picture?

This can be quite easily accomplished in something like FotoFusion (link). Depending on the size of the final image needed, you can probably get the version you you need for $40.
