OK to use public domain image as part of composite?

I have an idea for an image that would include a public domain image as part of a composite. It would be background, while the exif would come from an image shot during the appropriate time period (main subject).
I don't see this addressed in the rules posted in this forum, so I'm requesting clarification from a "higher power" .

Hi, Angelo - NASA has a lot of beautiful space shots that could make cool backgrounds, you can find some here:

Most can be used by the public, as long as credit is given. (Handy for those of us who don't have giant telescopes in our camera bags - talk about a big nasty lens:D!)
