30"x40" canvas help

I want to make a display for a bridal show using a 30x40 gallery wrapped canvas (photo background with text). What is the best way to design this? Should I make a Photoshop file that size then upload a JPEG version? Do I make it smaller with the correct aspect ratio? Anyone have a blank template with the dimensions for the edge wrap?

The original photo is from a D70 shot in JPEG mode with a resolution of 3008x2000 and is 2.44 MB. Is this large enough of a file? I wish I had taken it with my D200 in RAW mode, but it's from a couple years ago.
