I don't think a poll will matter because it depends on how well the judges believe your image relates to the theme... The literal definition includes several things... grass or plant growth, soil and roots... so you can consider hay an integeral part of turf... I got the impression from the theme post that this round was suposed to be kind of light hearted and fun... hence the play on words surf or turf... so again my original point... It really doesn't matter... Shoot and be happy:D
It's a stretch in the most literal sense, but I'd think a great shot using hay would pass muster, as it is certainly from the turf. Think of it also as transitional, or potential turf, as once it comes out of the southern end of a northerly facing horse or cow, it soon becomes turf once again..
Perhaps hay is turf-challenged? Could be stretching, depending on the shot, but if I liked the shot well enough I'd risk it. Be not afraid....we won't laugh.
One day, I started writing, not knowing that I had chained myself for life to a noble but merciless master. When God hands you a gift, he also hands you a whip; and the whip is intended solely for self-flagellation...I'm here alone in my dark madness, all by myself with my deck of cards --- and, of course, the whip God gave me." Truman Capote
I truly feel that "hay" is an emotion all its own, a reflection of things past, of a treasured life gone by and yet, a sustainer of the life which consumes it. I also believe it to be an emotive expression of joy, wonder and surprise, as in "What the hay?!"

Isn't Hay a Dry Grass? Isn't Grass part of Turf??
