Help with Gothic Photo's

I want to start taking some photo's of Goth girls in Cemeteries and was wondering if anybody can tell me hot to get that soft blur, and glow with dark blacks, blues and reds in the photo with Photoshop Elemnts? Has anybody done any here?

layer masks in photoshop is probably the best way to do this. you can probably pull off what you're looking to do in PSE though. check this link out:

apply things your blur and colour effects to the masks and overlay upon original layers.

Thanks I will try that I have used Layers but not Layer Masks

Try this

Ctrl+J dupe layer
Gaussian blur about 20 then change blend mode to Mutiply then flatten
Ctrl+J again dupe layer change blend mode to Screen
Play with blending modes see what you can come up with.
