Advice Needed - Ogden Valley Balloon Festival

I’m going to be shooting photos at the annual Ogden Valley Balloon Festival (in Eden, Utah) next weekend. This will be the second year I’ve attended. Yesterday I was looking back at the photos I took last year trying to decide what I could do better and what could be improved. Ya know, trying to “think like a real photographer,” deciding where I want to be and how I want to shoot.
One thing I’ve decided is the sky around the balloons last year was clear and blue, but the blue wasn’t blue enough. Can someone tell me, would a polarizing filter help? :scratch The balloon launch takes place shortly after sun break. I'm kind of hoping for a few clouds in the sky this year.

I’ll be using my Canon XTi, Sigma 70-300 F4-5.6 DG Macro. Any suggestions on filter or settings would be appreciated. And if you happen to be a Dgrinner from Utah there, send me an email and say, “Boy howdy!”

A good measure is one over the focal length for the shutter. Shooting at 300mm would give you a minimum of 1/300th of a second. Set ISO and Aperture to maintain that speed. At the short end, 70mm, you'd need a minimum of 1/70th. These assume you've got a steady hand.
Do you have a wide lens? Can you wander around while they inflate the balloons? Inside the envelope (as they inflate), overview of the inflation, it's all good.
