Popular Photos question, again.

I know I've asked this question before, but can't find it and don't know if I ever really got the answer I want to know.
It's my impression, (I could be wrong?) that the Most Popluar Photos that appear on my homepage should show not only the most popular photos, but they should appear as the most recently selected popular photos. I understand that photos with comments rise to the top, but don't MPP appear as the most recently selected? It seems that the images are stagnet and never change.
Also, Is there a way to remove the MPP from the hit counts? When the MPP is on the homepage, it kind of skews the results because the image in just being displayed, it not a photo someone actually found their way to.

on your homepage, the popular box will show your MOST popular.
