When did shipping charges go up?

I just recently noticed that shipping prices on the photos have gone up. I have a decent number of customers ordering a small number of photos. I was curious about why the change and when it was made. I sure think it is simplier but was interested in understanding why and when the change was made. This is mainly so I can inform and educate my customers.
