Behavior of keywords when "Hello Smuggers!" is set to NO in gallery?

I wanted to find out if keywords should be displayed if "Hello Smuggers!" is set to NO for a gallery?

I have the following settings:
1) My SmugSite has "Hello Smuggers!" set to "Make Me An Island".
2) For testing purposes I set some keywords in one gallery and I set "Hello Smuggers!" to NO for the gallery.

When I logout and view my SmugMug site I find that no keywords appear under the keyword banner and no keywords appear if I click the "photo keywords" link. Also a keyword typed into the search box does not yield any results.

If I set "Hello Smuggers!" to YES for the gallery I find that no keywords appear under the keyword banner, but keywords do appear when I click on the "photo keywords" link. A keyword typed into the search box will yield the correct search results.
