date formats and timezones

What timezone are the LastUpdated and Date attributes in? Right now the 1.2.1 api (and others) returns: 
2007-07-18 08:12:45

Is it the servers timezone or my timezone? I assume the servers.

    It's our server's timezone and it's PDT.
