I think he was referring to a plugin from Flaming Pear called Flood. It will add a reflection to your picture that looks like water. Pretty cool. Do a Google search for flaming pear flood.

All of the reflections are natural. They were taken at a sewage lagoon. I was lying on the ground as close to the water as possible.
