Yes, I love the hills, too
And yes, it's highly seasonal. I mean, the hills don't go anywhere, but we rarely have enough moisture in the air to form either mist or clouds. And without any moisture it's just - boom, sun had set, you're done... No preglow, no afterglow...
LA is very dry most of the year so we have mostly blue or brown (smog) sky. We get more clouds during the rainy season (Nov-Mar) and occasional thunderstorm clouds from the south. Sunset is always beautiful, but it's so much more dramatic with the cloud backdrop. The last couple weeks we had beautiful cloud coverage. All the raging wild fires might have something to do with it. Here are some of mine:

I really like the CA climate. So is it an alien concept for kids raised out there to lay on the grass and name shapes in the clouds?

I remember doing that growing up in Virginia. Nowadays kids are just too busy with so many distractions (video games, Directv, internet...) to really have time to lay around staring at the sky. We adults also get caught up in that vicious cycle, but it's important to slow down sometimes, take a break, smell the flowers, and enjoy nature.
Heck no! But, its fairly uncommon for us to get the right sort of weather that allows for the formation of cumulous clouds (at least here in the Bay Area), which are the most fun ones to find dogs and tractors and Pat Sajak in.
