How can I simulate 35mm Film 'border' around my digi pics

Occasionally I'll see a genuine 35mm film shot in a magazine that has the film maker attached to the picture. i.e "Kodak 400TX 53" around the edges of the image.
Is there a way to simulate this in photoshop? Anyone have a image overlay-layer I can composite with a jpeg? Just would like to try it out as it looks pretty cool.
Oh, BTW I forgot to mention something that is FREE. Not going to spend $100+ for a curiosity.
