Oslo in early winter/late autumn. Quick technical question: Would a higher ISO and a therefor sharper moon (it moved enough to be unsharp) be better?

Well, 13 sec is definitely something that would blur your moon, at least a tad.
Having used 30D for a year (20D before, 40D now) I'd say that you can easily go for
ISO 800, f/5.6,
thus bringing your shutter speed to around 1sec.
Just don't forget to lock up your mirror, since you'll be right in the red zone:-)
