Needle Ice

I was hiking in Okutama (Japan) over New Years, and found this stuff "growing" on the side of the trail. I've never seen it before, but the Japanese people I met were all familar with it so it must be common in that area.
I think it's called "needle ice" in English. Anyone seen anything like this before?

I've never seen Needle Ice either, but then we don't even get frost at my place
What makes it form like.... that do you know
Is this a formation only seen in a particular part of the world?
