As I recall a fellow DGrinner was selected last year.

From the site: Entries are accepted beginning on January 28, 2008 and must be postmarked no later than April 26, 2008.

I know there are a lot of excellent photogs here that are more than qualified to enter and win.

I see where you can nominate someone but do not see where to enter your self. Is there a entry page?

On the guidlines section of the website, scroll down to find Entry Form. There is a link for the entry form listed.
