Organizing Sub-Categories

Is it possible to organize the sub-categories displayed within a category.
I have tried numerous work-arounds (renaming, deleting, etc)

    Follow-up: They are organized by photo-count

    It appears the sub-categories are displayed according to the total number of pictures within each sub-category, with the highest count listed first
